Description
It is possible to track events from the CAPS LOCK key if an FX window is focused,  but there is no way to query the state on startup or when a window receives focus.

This is needed to implement RT-6646.

Let's add Num Lock to this issue. If it turns out to be a different problem for some reason we'll separate it later.

Can we add NUM LOCK to this issue also, or should I file that separately?
