JDK-8098184 - Support the Windows 8 APIs that indicate proper scaling for HiDPI screens
Description
In fixing Windows HiDPI scaling (RT-27960) some problems surfaced with rendering for JFXPanel and so code was added to JFXPanel to initialized Glass with no UI or rendering scaling on Windows. The problems should be fixed and the workaround removed so that JFXPanel can enjoy HiDPI scaling on Windows.
