Description
Eager reclaim causes regular assertion failures in the nightlies. Temporarily disable eager reclaim as default. Follow-up change JDK-8077383 will re-enable it after issues have been fixed. 
Comments
While preparing this change, the main fix for the entire problem (JDK-8069367) got pushed to jdk9. Last fixes are currently out for review.
