Currently, locale data (non-English) are in the module "jdk.localedata" which contains both JRE's and CLDR's. From the maintenance point of view, it would be desirable to divide them into separate modules. Creating a new module "jdk.localedata.cldr" exclusively for CLDR locale data is desired.
As CLDR has become default provider from JDK9 onwards, closing as "Won't Fix"

It could make more sense to turn this RFE into the one intending removing COMPAT (aka JRE) locale data.
