Description
JDK-8038423 decreased startup performance and footprint for startup benchmarks (see related issues, comments) between 8u40-b02 and 8u40-b03. JDK-8059758 removed the footprint regression completely.

Investigate why there is still a startup performance regression.

Comments
The fix for JDK-8059758 also fixed this startup regression. Running the startup benchmarks in Aurora shows that the regression was introduced by JDK-8038423 and fixed by JDK-8059758.
