Description
Class javadoc says "adds an offset to an underlying clock".
Clock$TickClock is an internal class.

Not so, should be corrected.

It is the "adds an offset" part that is wrong ;-)

The underlying clock mentioned is the baseClock provided as an argument. Not an issue.
