Description
There are two test issues, one is that TestHtmlTag.java is not deterministic, one subtest checks for default locale but it does not set
explicity sets it on the command line, and another uses "ja", depending when the first one uses it could use "ja" as the default locale.

There are class-use test cases missing in TestUseOption, added test cases.
