Description
1. Uninstall all JRE
2. Install MSI bundle with default setting.
3. launch a Java Application
4. Remove Java using msiexec.exe /qn /x {GUID}

Expected:
Java App is closed and JRE is uninstalled successfully.
no system reboot required

Actual:
FIU dialog appears

Based on the changeset: LOG_ERROR(_T("Some files are locked in silent mode. Reboot will happen after uninstallation.")); + break; It appears the desired functionality matches the observed.

Uninstaller.exe should use InstallConfigData and get silent parameter from msi

We should fail gracefully if files are in use, and uninstall is run silently.
