1. Uninstall all JRE
2. Install the test bundle with the option NOSTARTMENU=0
msiexec /i jre1.9.0-enterprise.msi NOSTARTMENU=0 /qn
3. Check start menu

Verified with 8u20 b17 promoted build @ http://jre.us.oracle.com/java/re/jdk/8u20/promoted/all/b17/bundles/windows-amd64/. On a clean Windows 7 OS x64bit system with no JRE installed, using "msiexec.exe /i jre-8u20-ea-bin-b17-windows-amd64-03_jun_2014.msi NOSTARTMENU=0 /qn, resulted in expected behavior of Java start menu items getting created. This confirms issue fixed in 8u20 b17.
