Description
1. If WEB_JAVA or WEB_JAVA_SECURITY_LEVEL is not passed to the enterprise msi, it will crash and not finish all unpacking/registration.

2. There is an issue with the new flexible resource extraction stuff where it is unzipping the baseimage at the end of enterprise install.  This is bad because the enterprise already installed the files using the msi file/component table, and this just unzips more files on top of it.

Verified with build 03-31 on Win 7 32 and 64 bit.. Only failed on one environment, but it seems to be related with those files left from prior build. The issue is gone after system clean up
