Description
@Stable was added in 8 as an experimental feature.

On VM side, 2 flags are used: 
  * FoldStableValues
  * UseImplicitStableValues

Future JSR292 performance improvements rely on it, so it should be turned on by default.

Turn it on in 9 first and then backport to 8u20.
