JDK-8196584 - TLS 1.3 Implementation
Description
The name of ProtocolVersion.DEFAULT and ProtocolVersion.DEFAULT_HELLO are pretty confusing.  Both of them has no impact on TLS connections any more since we introduced TLS 1.2.  Nice to remove them and corresponding calls to them.
