We have D3D pipeline enabled on the Intel HD Graphics since b91 and these artifacts seems to be driver issues. We've observed similar issues on the ThinkPad laptops with the driver version 8.15.10.2696. Updating it to the 15.31.3.3071 (9.17.10.3071) resolved the issue. Is it possible to get a driver version for the Intel HD Graphics on the Surface?

Asha, could you check if this bug is observed on the same hardware with JDK8-b93 and JDK8-b94, please?

If this is Surface Pro, it should be a supported platform. If Surface RT, it isn't.
