Check - 

- Add License=Oracle BSD must-accept=false for demos and samples IPS packages
- Add the license text from http://www.oracle.com/technetwork/java/javase/terms/license/oraclebsd-1603217.txt

embedded in the IPS license file.
Note that as must-accept is false, it doesn't actually need to be included in the license action at all.
This is now merged with 7175065 since it is related and can be fixed as the same changeset.
