During the jdk8-b45 SWAT testing, we noticed there is an issue with b45 binary permission
In particular on Linux 32/64, solaris x86, Solaris x64, langtool regression test can not read sa-jdi.jar .   As the result, the swat lang&tool regression fails to run 

E.g of failing error when starting the jdk8-b45 swat langtool regression swat:

#97132: Failed to fetch remote checksum, remote feeder replied: Error while checksumming: FAILED Checksum calculation failed because of connector exception: FS exception <- File is not readable: /java/re/jdk/8/promoted/ea/b45/binaries/linux-i586/lib/sa-jdi.jar <
Same issue under /fastdebug  dirs

EVALUATION b47 nightly build ws-b47-2012-07-11_382 shows sa-jdi.jar now has the appropriate access permission. I closed this one as the dup of 7175845.

EVALUATION The fix for 7175845 has been putback into TL repository. Will close this after verified.

WORK AROUND workaround is to change permisisons by hand, of sa-jdi.jar, which is workable for the promotoed binaries directories affected, but might not be workable for tests that install bundles
