Test names:
java/util/Locale/LocaleEnhanceTest.java
java/util/Locale/LocaleTest.java
sun/util/resources/Locale/Bug4965260.java
sun/text/resources/LocaleDataTest.java

Fail on Windows and Linux.

Always pass against jdk 7u6b13.

EVALUATION This is a duplicate of 7176892 Rregression test need to be modified after 7175367 is integrated These will not fail in b15 due to 7176894.
