Description
restore RemoveAllStaticVersionRedirectKeys from installer code (RegInstall.cpp) to registerDeploy.

for testing, Install JRE on a machine with multiple users.
Run IE browser with each user.
Uninstall JRE.
Make sure all the static version redirect reg keys were removed from the HKCU branch for each user.
