EVALUATION problem: failed to launch no-codebase jnlp via DT on IE, using file URL fix: problem is IE specific. it uses '\' when returning file path. the file path (doc base) will be write out to a file, and our java code read it in as java property file. Property.load always read in using ISO 8859-1 character encoding and '\' is escape character in ISO 8859-1 character encoding convert to '/' before writing out to file.
