clean up these tests:
- remove items in ProblemsList.txt as many as possible
- use /othervm as few as possible

EVALUATION jdk_security3 now runs in savemn mode, most JSSE tests still have /othervm, pkcs11 tests for Secmod/fips also in /othervm. There are still issues: 1. some pkcs11/ec tests are failing intermittently, probably due to unstability of underlying native libraries 2. sometimes linux-i586 test crashes on random pkcs11 tests
