A DESCRIPTION OF THE PROBLEM :
Cannot start java application using shortcut after second launching.

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
1) Open JWS control panel and check "Create shortcut"
2) Start some Java Application from web site
3) Close the  Java Application
4) JWS has created the shortcut for the Application
5) Try to start the Application using shortcut
6) The first attempt is Ok
7) All other attempts failed

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
Applications are started.
ACTUAL -
Applications cannot start.

ERROR MESSAGES/STACK TRACES THAT OCCUR :
Could not load file/URL specified: C:\Documents and Settings\user\Application Data\Sun\Java\Deployment\cache\6.0\26\2c69c81a-57a92910

REPRODUCIBILITY :
This bug can be reproduced always.

Release Regression From : 6u10
The above release value was the last known release where this 
bug was not reproducible. Since then there has been a regression.
