Olson 2009u update.

Bangladesh will change its clock back to Standard Time on Dec 31, 2009 and 
the new time will continue until March 31, 2010 midnight by enforcing the Daylight
Saving Time (DST) for seven months. It will continue till October 31
until further notice."
