EVALUATION this will be fixed as part of 6911785: javaws -offline launches appln without any error when the appln is not in cache

EVALUATION Not a showstopper for 6u18. Right-click launch offline via cache viewer is a very uncommon user scenario. Plus it works if user just launch via cache viewer by double clicking the application or select the application and click launch. It works offline too as long as JNLP has <offline-allowed/>.
