JDK-6893682 - Areas of java plugin code ignore jar version settings
Description
While loadig the applet using arhives for the second time once notice enteries inside the trace "Cache entry found" and then "Cache entry not found" against the same jar. This is confusing and we should FIx this.

For example

cache: Skip blacklist check as cached value is ok.
