Description
Default AutoUpdate policy should be notify user "Before Installing" where as on VISTA it is "Before Download"

How to reproduce

1.) Uninstall all the previous JRE's from the m/c

2.) Install promoted b32

3.) Open the Java Control panel and goto Update tab

4.) Check the "Notify Me:" drop down box. It show's "Before Download" (More info - See attached screen shot JCP_AUPolicy_Vista_b32.jpg)

It is a regression from b31. Repeat the testcase with b31 promoted bundles. you will see the difference. (More info see the attach screen shot - JCP_AUPolicy_Vista_b31.jpg)

Repeat the testcase on any other OS (XP, 2003, Win 2K) with b32 promoted bundles it is same as shown ion the attached screen shot (JCP_AUPolicy_Vista_b31.jpg).

EVALUATION This is not a regression, this is the intended behavior as part of a fix for 6731728.
