HP is reporting the following problem:

No Balloon pops up when move the Mouse Pointer on Top of the Java icon in CTL.

Steps to reproduce:
1. Start the Control Panel from Start Menu\Control Panel
2. Find Java icon.
3. Move the Mouse pointer on top of the Java icon in CTL ,no Correct Screen Tip pops up.

Windows Vista SP1 32 bit
Failed on Java SE 6u6, 6u5 & 6u4.

EVALUATION we need to add the following registry value for the tooltip on vista HKEY_CLASSES_ROOT/CLSID/InfoTip http://msdn2.microsoft.com/en-us/library/bb776843(VS.85).aspx
