JDK-6640196 - BackgroundDownloader dies after installation.
Description
BackgroundDownload dies after downloading some components installation. It is a regression it was working fine till b09. 
Can be reproducible in all Platforms. 

This is a automation blocker for SQE. We have written assuming that backgrodund downloader will download all the bundles and waiting for the completeion ( which is timing out)

Steps to reproduce:
Install Kernel JRE. 
Check for the background Downloader peridically. (ps -ef | grep BackgroundDownloader)

EVALUATION i tried on jdsn5.india.sun.com; and i see the same behaviour as bug 6640196: BackgroundDownloader dies after installation. first instance of background downloader fails with ERROR_INTERNET_NAME_NOT_RESOLVED 12007. subsequent instance works.
