JDK-6605357 - BackgroundDownloader throws Retry Dialog
Description
in case of bundle security check failed; or network connection problems, java kernel background downloader will pop up retry dialog and error dialog.  this is not correct, the background downloader should be completely silent.  When an error is encountered, it should just fail silently.
