Description
Translation of 'Certificate' isn't consistent. 
Reproduce:
1. Run the test case on https://www.wcb.state.ny.us/wcbcerttest/applet1.html 
the attached security dialog box will pop up.Attachement 100486.bmp.
2. run the testcase http://eltanin.east.sun.com:8000/dennis/bug/VeriSign/test1.html 
the attached security dialog box will pop up.  Attachement 100487.bmp.
2. Translation of 'Certificate' is inconsistent between two sentences.
Translation of 'verified' is inconsistent too. Refer to attachments. 
Two translations are marked with red square.
The correct one is written in red.
