Description
The America/Miquelon TZ for the latest 1.3.1_18 does not reflect the latest tzdata information.

To reproduce, set the system clock to some date in 2007 and run the 
j2se/test/java/util/TimeZone/ZoneData.java test from the 1.3.1_18 test ws.

The test fails since the timezone rules for this TZ do not match
those expected in ZoneData.2007. I've checked the TZ rules in the latest
1.4.2 ws and see that the ZoneData.2007 file is indeed correct.
This timezone rule should be updated in the next 1.3.1 update release.
