Description
The characters "Q,W,X" don't exists in Turkish alphabet and they need to be collated at the end, after the "Z" character.

Comments
EVALUATION After a deep consultation with a native speaker I decided to left characters on their usual places. They could be used only for foreign words and for that the collation should stay as universal.
