Like other tools in jdk, pack200/unpack200 needs localized for Japanese.

EVALUATION j2se/src/share/classes/com/sun/java/util/jar/pack/Driver.java contains hard-coded usage info on line 344-406. Please also check for other hard-coded messages for these tools.
