This bug has been fixed by workspace manager (wsmgr) in 1.4.2_05.
I've tested with successfully with 1.4.2_05 b01 on Windows 2000 with English and French locales.
I've also inspected the source code and the fix is in Converter.java, Converter_xx.java, and Converter_zh_xx.java files.
