Description
NIST has proposed the hash function SHA-224 (a variant of SHA-256) for an update of FIPS 180-2. Assuming that is approved, we should implement it.

Maybe also SHA224withRSA signatures and HMAC-SHA224 Macs.

Comments
This enhancement is requested just before the ATR. SQE is not ready to take it - new test development is needed. What is a justification to take it in CPU16_04?

"sqe-testdev-needed" because we still have more tests to modify for this feature.
