* install JRE 1.4.2_01 on Win2000. 
* install Korean locale and make it default in control panel -> regional options
* restart windows for the locale changes to take effect 
* launch Java WebStart
* go to Help -> About Java Web Start

the version number is shown: "1.2-rc" while in English locale it is "1.4.2_01"
