EXTRA RELEVANT SYSTEM CONFIGURATION :
Windows start menu is set to always on top.

A DESCRIPTION OF THE PROBLEM :
The OS start bar is covered when maximized is performed on a JFrame decorated by the L&F.


STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :

Use the sample app and maximize the frame when visible on the display containing the start bar.





EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
The frame should not cover the start bar, when always on top is selected in the start menu.
ACTUAL -
The start bar is covered by the frame.

REPRODUCIBILITY :
This bug can be reproduced always.
