JDK-4834191 - C2 fails to compile MD2 implementation
Description
We need an implementation for the MD2 message digest algorithm (RFC1319) once the RSA code reorg is complete.

The algorithm has not seen real use in years, but there are still the RSA/Verisign root certificates signed with MD2withRSA floating around that we need to be able to verify.
