Description
Current JWS application manager only have version control for downloaded
jnlp file and jar file. It does not handle the version control of the
icon for customized splash screen. Customer will get new version of the
icon only if he clear the cache and download the application again.

There are two ways of updating the icon:
- One is using the time stamp.
- The second is using the version string.

Probably you should implement at the the first one.
