A DESCRIPTION OF THE PROBLEM :
We would like an "always on top" feature for
windows/frames/dialogs in the awt/swing.

For some reason the first request for this feature was
misinterpreted as a bug (4144891), so got stamped with the
usual "State Closed, not a bug". This appears designed to
stop any further discussion on the topic. Since then there
have been 3 additional requests the have been stamped with
"duplicate". A number of people have added comments to these
requests indicating support for the feature. All have been
ignored. This process seems very flawed.

MANY PEOPLE HAVE SHOWN THEY WANT THIS FEATURE.

This bug can be reproduced always.

CUSTOMER WORKAROUND :
Sprinkle toFront() around your code.
Problems are that toFront messes with the focus and can't be
made to give a smooth "always on top" look.
