Description
The pack200 API and the tools associated with it, pack200 and unpack200  needs to be deprecated. 

This tool is no longer useful as it once was in the past decades, where network bandwidth was privileged, additionally the API and tool is highly dependent on the class-file specification and format, and has become untenable with the constant class-file changes every 6 months.
