Description
When a UI becomes associated with a JComponent subclass it will often times
change various visual properties on the JComponent subclass, for example,
the foreground and background color are almost always changed by the UI.
Because the UI is installed from the constructor after any defaults are set
the defaults are only applicable if the UI does not change them. The javadoc
should indicate this.

This has always been the case, just not specified. We should specify this
in Swing's package level javadoc.
