It is desirable to be able to attach context popup menus to Swing
components. Those context menus could then be invoked by a special
key or mouse event, e.g. pressing Shift-F10 or right mouse click
on the component. Which events actually invoke the context menu
should be determined by PLAF.

Yes, JPopupMenu should have API for setting the contextOwner, that will then cause bindings and mouse listeners to be registered.
