Description
In 6u10-b32, runtime settings set in Java Control Panel is not applied to the classic Plug-In.

To reproduce:
- Open Java Control Panel
- Disable New Java Plug-In
- Enter some VM settings (i.e. -Xmx, -Xms, -Xint, etc)
- Observe that these settings do not apply when the classic Plug-In is used.

It is also reproducible with test case from CR 6697478

EVALUATION The GA release will not be affected by this issue. Further, it was raised too late for us to fix in 6u10. Downgrading to P3.
