Description
Java Control Panel not launching though System tray in Vista. 

This is a clear regression. 

Not able to launch JCP from system tray at all. ( non-complete mode, complete mode) on almost all flavours of Vista.

How to reproduce:
1) Install Kernel JRE on any Vista m/c
2) Launch an Applet
3) When System Tray icon appears right click and select Java Control Panel.

EVALUATION this is not a kernel specific bug. problem exists since 6u4 b03. when we fix: 6485081: java control panel needs a manifest we now only use javacpl.exe on vista, in order to setup the manifest properly. javacpl.cpl is no longer installed on vista, since using that will trigger the vista compatibilty dialog. however in the java plug-in tray icon code, we still use rundll32 on javacpl.cpl, causing this bug. we should use javacpl.exe for launching java control panel from the java plug-in tray icon
