JFileChooser when used with the DIRECTORIES ONLY option (or
without it as far as I can see) doesnt allow the user to 
select a root directory. Whilst this behaviour probably isnt 
that much of a problem with a Unix file system its a pain with 
windows. I am trying to use it to select a resource which is 
sometimes in the directory tree, and sometimes on CD-ROM. In the
latter case the path is just to the root directory of the CD-ROM 
which is of course impossible to get select.

This is partly a duplicate of bug 4239219, but Im resubmitting
because its hidden pretty deep in there, and also thats reported
as an ease of usage wheras this is a bug.
