Description
Just installed 7u40 build 31. The Security tab of the Java Control Panel shows the link "View the active Security Policy File". Click the link and a window opens with the message "Policy not found".

According to Jeff, if there is no policy, there should be no link.

SQE-Ok to get this issue fixed for 7u40

request to fix for 7u40: This is a DRS usability bug. Low priority, but a fix is ready and the risk of taking this fix is minimal.

Not a high priority bug but agree with Jeff that this might cause confusion. I'd leave it as a P4 but since appears to be a low risk fix I would hope that the if someone goes to that code again shortly they will fix soon. Iif not it should be fixed for 8 and 7u60.

Not just a UX "bug", but also a usability problem. Presenting features that aren't available is not appropriate. Especially a feature that is intended for a specific, non-general audience. This will cause numerous questions and will require support cycles that otherwise wouldn't be needed.

UX only bug, no error, hence P4
