This bug is required to increment the build number on hs24 and is then pushed to 7u40 along with all the hs24 related 7u40-critical bugs.
Penni, For upcoming similar bugs ("new hotspot build - hs24-bxx") I will add the "7u40-critical-request" label, but not the justification comment,
hope that will be enough to get them approved. 

Alternatively, since this is a house-keeping type of bug, that will always need to be approved,
I can go ahead and the "7u40-critical-approved" label when I create them. 
Let me know if that's OK with you and the process for me to do that.

Also note that this is actually an RFE, not a bug.

P4/P5 and RFE's do not need RT approval.

On the Critical and Deferral Request Wiki:
   P4 and P5 CRs, as well as all RFEs fall outside the deferral scope and are handled within the component teams

Component Teams are responsible for

    Reviewing and triaging all P1-P3 open bugs on a regular basis
    Requesting deferral for issues that cannot be addressed in the current release
        Note - this should be done throughout the project, not just when we hit Rampdown Start or Rampdown Phase 2
