Description
The 7u2 Deployment toolkit is not registered with Firefox/ Chrome
This is a regression since 7u2-b08 (OK up tp b07).  As the result,  7u2 deployment toolkit can not be deloyed and used with Firefox and Chrome 

*** Tested configurations
- x86 XP, Win 7
- Firefox 6.x
- jre:  7u2-b07,b08,b13

*** Steps to reproduce:

0) Make sure:
 -  no Java deployment toolkit/ JREs  installed on the system
 -  no npdeployJava1.dll under
      \Program Files\Mozilla Firefox\plugins\
      \Windows\System32\
 -  no DT plug-in key under \HKLM\SOFTWARE\MozillaPlugins\@java.com


1) Check to make sure no Java deployment toolkit registered with Chrome/Firefox
 - Invoke the browser and about:plugins

2) Install jre 7u2-b08

3) Open Firefox/Chrome and check about:plugins

* If you don't see 'Java Deployment Toolkit 7.0.20.8' entry there, then the issue is reproducible

* Do the same exact above step but install jre 7u2-b07, you will see the expected behavior as DT registered with Firefox/Chrome


The issue appears that starting from b08, npdeployJava1.dll  is no longer existed at 
\Program Files\Mozilla Firefox\plugins
