Description
Oracle Policy and goals for java db require that it install as part of the development install on Linux. At the current time the Linux packages do not install as a runtime and development package.  This CR is dependent on another CR to happen first.

EVALUATION The rpm packaging approach prior to Oracle was to have one package. Oracle policy requires that we have the abilituy to optionally install all non runtme pacakges like dos, demos, samples, tests. The rpm packaging system has to change to support this.
