Description
Display names for "America/Argentina/San_Luis" Timezone were changed in tzdata2009d which was released today.

Localized display names need to be updated as well as English display names.

From 
    "Argentine Time", "ART", "Argentine Summer Time", "ARST"
to
    "Western Argentine Time", "WART", "Western Argentine Summer Time", "WARST"

EVALUATION l10n can be old in 6u14 and follow the change in 6u16. To me, this is OK. Locale element CR fix, transfer to Jakub.
