A DESCRIPTION OF THE REQUEST :
In the jre/lib/fontconfig.SuSE.properties.src, there isn't a description for Japanese font.
I can see it in the fontconfig.RedHat.properties.src and fontconfig.Sun.properties.src.

I think it's the cause of this problem.

Why don't you provide the i18n fontfonfig.SuSE.properties.src?

JUSTIFICATION :
Our software is not just only for Japanese, but for whole the world.
Yes, I know about the solution to create the jre/lib/fonts/fallback directory and put the Japanese fonts, but it is not an ultimate solution for I18N.

EVALUATION That's right. We do not support SuSe for CJK locales. Nor do I expect we will. This RFE should really be subcat classes_fontprop, not classes_2d. However in JDK7 2D implemented a mechanism by which if there is no font properties file that matches the OS and version, one will be synthesised. This will make CJK text display work in this case, although that still doesn't mean officially "supported".
